Question: Is the inner top loose fitting?
Answer:
That depends entirely on what size you order. If you prefer looser, size up. If not, size down. I’m 5’2” 180 pounds and the XL is slightly loose but not excessively.

Question: I am a plus size woman size 22. Will this fit me?
Answer:
The blouse is a poly/spandex,. XXL might fit.
I'm a pear shape with extra padding in the abdominal and hips, 44" bust, 37" waist, 44" hips. The XXL was big on me,
I had to go down two sizes ince it stretches and the attached Asymmetrical chiffon poncho hides some flaws.
The beige will go with my skinny jeans and brown knee high boots

Question: Is the red a dark red or more like a Rose color?
Answer:
The colors are white with rose pink flowers, black with mix flowers, pure black solid, Violet solid, beige with brown/golden flowers.
I got the beige. The material is soft and comfortable to the skin it is poly/spandex, so it does have stretch to it. I went by my bust size
and got XXL, way to big, return and got a Large, perfect fit. sizes seem to run big.

It's more about your measurements than your H/W. I used the size chart for my order and it fit the way I like it to fit.
